  1. “‘Whoever kills any person, the murderer shall be slain at the mouth of witnesses; but one witness shall not testify against any person that he die.

  2. “‘Moreover you shall take no ransom for the life of a murderer who is guilty of death; but he shall surely be put to death.

  3. “‘You shall take no ransom for him who is fled to his city of refuge, that he may come again to dwell in the land, until the death of the priest.

  4. “‘So you shall not pollute the land in which you are; for blood pollutes the land. No atonement can be made for the land for the blood that is shed in it, but by the blood of him who shed it.

  6. But if any man hates his neighbor, lies in wait for him, rises up against him, strikes him mortally so that he dies, and he flees into one of these cities;

  7. then the elders of his city shall send and bring him there, and deliver him into the hand of the avenger of blood, that he may die.

  8. Your eye shall not pity him, but you shall purge the innocent blood from Israel, that it may go well with you.

  9. One witness shall not rise up against a man for any iniquity, or for any sin, in any sin that he sins. At the mouth of two witnesses, or at the mouth of three witnesses, shall a matter be established.

  10. If someone is found slain in the land which the LORD your God gives you to possess, lying in the field, and it isn’t known who has struck him;

  11. then your elders and your judges shall come out, and they shall measure to the cities which are around him who is slain.

  12. It shall be that the elders of the city which is nearest to the slain man shall take a heifer of the herd, which hasn’t been worked with, and which has not drawn in the yoke.

  13. The elders of that city shall bring the heifer down to a valley with running water, which is neither plowed nor sown, and shall break the heifer’s neck there in the valley.

  14. The priests the sons of Levi shall come near; for them the LORD your God has chosen to minister to him, and to bless in the LORD’s name; and according to their word shall every controversy and every assault be decided.

  15. All the elders of that city, who are nearest to the slain man, shall wash their hands over the heifer whose neck was broken in the valley.

  16. They shall answer and say, “Our hands have not shed this blood, neither have our eyes seen it.

  17. Forgive, the LORD, your people Israel, whom you have redeemed, and don’t allow innocent blood in the midst of your people Israel.” The blood shall be forgiven them.

  18. So you shall put away the innocent blood from your midst, when you shall do that which is right in the eyes of the LORD.

  19. Rejoice, you nations, with his people, for he will avenge the blood of his servants. He will take vengeance on his adversaries, and will make atonement for his land and for his people.
