Moreover you shall provide out of all the people able men, such as fear God: men of truth, hating unjust gain; and place such over them, to be rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.

Let them judge the people at all times. It shall be that every great matter they shall bring to you, but every small matter they shall judge themselves. So shall it be easier for you, and they shall share the load with you.

If you will do this thing, and God commands you so, then you will be able to endure, and all of these people also will go to their place in peace.”

So Moses listened to the voice of his father-in-law, and did all that he had said.

Moses chose able men out of all Israel, and made them heads over the people, rulers of thousands, rulers of hundreds, rulers of fifties, and rulers of tens.

They judged the people at all times. They brought the hard causes to Moses, but every small matter they judged themselves.

So I took the heads of your tribes, wise men, and known, and made them heads over you, captains of thousands, and captains of hundreds, and captains of fifties, and captains of tens, and officers, according to your tribes.

I commanded your judges at that time, saying, “Hear cases between your brothers, and judge righteously between a man and his brother, and the foreigner who is living with him.

You shall not show partiality in judgment; you shall hear the small and the great alike. You shall not be afraid of the face of man, for the judgment is God’s. The case that is too hard for you, you shall bring to me, and I will hear it.”

If there arises a matter too hard for you in judgment, between blood and blood, between plea and plea, and between stroke and stroke, being matters of controversy within your gates; then you shall arise, and go up to the place which the LORD your God chooses.

You shall come to the priests who are Levites, and to the judge who shall be in those days. You shall inquire, and they shall give you the verdict.

You shall do according to the decisions of the verdict which they shall give you from that place which the LORD chooses. You shall observe to do according to all that they shall teach you:

according to the decisions of the law which they shall teach you, and according to the judgment which they shall tell you, you shall do. You shall not turn aside from the sentence which they shall show you, to the right hand, nor to the left.

The man who does presumptuously, in not listening to the priest who stands to minister there before the LORD your God, or to the judge, even that man shall die. You shall put away the evil from Israel.

All the people shall hear, and fear, and do no more presumptuously.

Samuel judged Israel all the days of his life.

He went from year to year in circuit to Bethel and Gilgal, and Mizpah; and he judged Israel in all those places.

His return was to Ramah, for there was his house; and there he judged Israel: and he built there an altar to the LORD.

He set judges in the land throughout all the fortified cities of Judah, city by city,

and said to the judges, “Consider what you do: for you don’t judge for man, but for the LORD; and he is with you in the judgment.

Now therefore let the fear of the LORD be on you. Take heed and do it: for there is no iniquity with the LORD our God, nor respect of persons, nor taking of bribes.”

Moreover in Jerusalem Jehoshaphat appointed Levites and priests, and of the heads of the fathers’ households of Israel, for the judgment of the LORD, and for controversies. They returned to Jerusalem.

He commanded them, saying, “Thus you shall do in the fear of the LORD, faithfully, and with a perfect heart.

Whenever any controversy shall come to you from your brothers who dwell in their cities, between blood and blood, between law and commandment, statutes and ordinances, you shall warn them, that they not be guilty towards the LORD, and so wrath come on you and on your brothers. Do this, and you shall not be guilty.

Paul, looking steadfastly at the council, said, “Brothers, I have lived before God in all good conscience until this day.”
