¶ And in the seventh month, on the first day of the month, ye shall have an holy convocation; ye shall do no servile work: it is a day of blowing the trumpets unto you.
Beside the burnt offering of the month, and his meat offering, and the daily burnt offering, and his meat offering, and their drink offerings, according unto their manner, for a sweet savour, a sacrifice made by fire unto the LORD.
But ye shall offer a burnt offering unto the LORD for a sweet savour; one young bullock, one ram, and seven lambs of the first year; they shall be unto you without blemish:
One kid of the goats for a sin offering; beside the sin offering of atonement, and the continual burnt offering, and the meat offering of it, and their drink offerings.

And their meat offering and their drink offerings for the bullocks, for the rams, and for the lambs, shall be according to their number, after the manner:
And their meat offering and their drink offerings for the bullocks, for the rams, and for the lambs, shall be according to their number, after the manner:

But ye shall offer a burnt offering, a sacrifice made by fire, of a sweet savour unto the LORD: one bullock, one ram, seven lambs of the first year without blemish:
These things ye shall do unto the LORD in your set feasts, beside your vows, and your freewill offerings, for your burnt offerings, and for your meat offerings, and for your drink offerings, and for your peace offerings.
And Moses told the children of Israel according to all that the LORD commanded Moses.

Study Notes for Numbers 29
Verse 1
a day of blowing the trumpets — Teruah is a shout or trumpet blast, used for both joy and alarm; Lev 23:24 calls the day 'a memorial of blowing of trumpets'. The seventh month holds three observances: this day, the day of atonement (v.7) and the feast of tabernacles (v.12). The offering is one bullock, one ram and seven lambs (v.2).
Verse 5
one kid of the goats for a sin offering — The goat (se'ir) is a sin offering 'to make an atonement for you' (kaphar, to cover). The same line follows the new-moon offering (28:15) and the Passover week (28:22). Hebrews sets against such goats Christ's 'own blood' (Heb 9:12).
Verse 6
Beside the burnt offering of the month — The first day of the month was also a new moon, so this day's offering stands beside the monthly burnt offering (28:11–15) and the daily one (28:3–8), called tamid, 'continual'. 'Sweet savour' is nichoach, a restful, pleasing scent, as in Noah's offering (Gen 8:21).
Verse 7
ye shall afflict your souls — Anah means to humble or bring low, here applied to the nephesh, the person. The exact words 'afflict your souls' occur five times, all of this day (Lev 16:29, 31; 23:27, 32; here), and Lev 23:29 cuts off whoever is not afflicted. Paul's voyage notes 'the fast' as past (Acts 27:9).
Verse 11
beside the sin offering of atonement — The 'sin offering of atonement' (kippurim) is the offering of Lev 16, where the goat for the people was killed and its blood brought 'within the vail' (Lev 16:15). This kid is a further sin offering added to it. The high priest entered 'once every year, not without blood' (Heb 9:7).
Verse 12
ye shall keep a feast unto the LORD seven days — Chagag, to keep a feast, is the verb of chag, the festival. The booths are explained in Lev 23:42–43: 'that your generations may know that I made the children of Israel to dwell in booths'. John 7:2 names it 'the Jews' feast of tabernacles'.
Verse 13
thirteen young bullocks — The bullocks fall by one each day, thirteen on the first and seven on the seventh (vv.17, 20, 23, 26, 29, 32), seventy in all, while the two rams and fourteen lambs stay the same. No other feast in chapters 28–29 calls for so many; the eighth day returns to one bullock (v.36).
Verse 17
fourteen lambs of the first year without spot — The rams and lambs do not change from day to day. 'Without spot' is tamim, whole or complete, the word rendered 'without blemish' in v.13. Peter names Christ's blood 'as of a lamb without blemish and without spot' (1 Pet 1:19).
Verse 35
a solemn assembly — Atsarah, a closing gathering, is the word Lev 23:36 gives to the eighth day, after the seven days of the feast. It reappears when Nehemiah's readers kept the feast (Neh 8:18) and at Solomon's dedication (2 Chron 7:9). The offering shrinks to one bullock, one ram and seven lambs (v.36).
Verse 39
your set feasts — Moed is an appointed time, the word of Lev 23:2, 'the feasts of the LORD'. These offerings were fixed, and the worshipper's own vows (neder) and freewill offerings (nedabah) came 'beside' them, as Lev 23:38 says of the sabbaths and gifts. The peace offering (shelem) closes the list.
